Ten years ago, Women of the Shield began with a clear and urgent purpose: women deserve access, preparation, and representation in public safety. What started as a bold vision has grown into a decade long movement. We saw a gap — women, particularly women of color and those from underrepresented communities, were entering law enforcement without structured pathways, sustained mentorship, or visible leadership opportunities. So we built those pathways.
Over the past 10 years, WOS has equipped women with the tools, mentorship, and confidence to pursue careers once considered out of reach. We have cultivated leaders, strengthened communities, and created a network that stands firm together.
We do not simply respond to inequity — we create pathways forward.
This is legacy work. This is a system change. This is a generational impact.

Carmen Navarro Gercone brings 32 years of experience in law enforcement and criminal justice. A graduate of the FBI National Academy, she has trained alongside global leaders in public safety strategy.
She began her career as a deputy sheriff in 1994 and rose to 1st Assistant Executive Director/Chief, overseeing more than 1,200 deputies and 120 civilians. Her leadership focused on accountability, community trust, and officer wellness.
Committed to lifelong learning, Carmen has returned to the police academy to reconnect with modern policing, mentor emerging leaders, and lead with empathy, integrity, and purpose.

Debra is a college graduate and longtime county employee with experience as a court advocate. She is passionate about public service and supporting her community. A dedicated health, wellness, and fitness enthusiast, Debra strives to inspire others to lead balanced and healthy lives.

Army Veteran and Illinois State Trooper with six years of dedicated service, Josette is committed to helping others and fostering strong, trusting community relationships. Before joining law enforcement, she spent twelve years in nuclear security, gaining valuable experience in discipline, safety, and crisis response. Outside of work, Josette enjoys unwinding with jigsaw puzzles and expanding her ever-growing Mickey Mouse collection.

With over 15 years of legal and investigative experience, Theresa serves as a Special Agent II with the State of Illinois. She is deeply passionate about mentoring and guiding individuals who aspire to enter the law enforcement profession. When she’s not working, Theresa enjoys running, cooking, and baking—outlets that allow her to stay active and creative.
